Writing a procedure is a basic engineering skill: we write procedures for laboratory technicians, for equipment operators, and for machines. In the latter case, the procedures are called computer programs, so the mental skills for programming a computer are exactly those needed to write procedures for technicians and operators. They include the ability to think in a strictly logical way, to anticipate and avoid problems of interpretation, to communicate clearly and concisely.
